A successful Qatari participation in the COP29 conference included the establishment of a dedicated pavilion for the country
Qatar made an outstanding contribution to the 29th Conference of the Parties (COP29) to the United Nations Framework Convention on Climate Change, held in Baku, Azerbaijan, from November 11 to 22, 2024.
The official Qatari delegation at the conference included representatives from several government entities, such as the Ministry of Environment and Climate Change, the Ministry of Foreign Affairs, the Ministry of Commerce and Industry, Qatar Energy, Qatar University, the Civil Aviation Authority, and the Qatar General Electricity and Water Corporation.
Engineer Ahmed Mohammed Al-Sada, Assistant Undersecretary for Climate Change Affairs, praised the efforts of the official Qatari delegation during the conference, noting that the team from the Ministry of Environment and Climate Change made significant efforts in setting up Qatar’s national pavilion and overseeing the events, sessions, and discussions hosted there.
Qatar’s participation was part of the country’s ongoing support for international climate action, focusing on enhancing dialogue on climate finance, transparency applications, nature-based solutions, as well as mitigation and adaptation projects for climate change impacts.
During discussions and negotiations, the Qatari delegation reaffirmed the country’s commitment to effecting the necessary changes to address climate challenges, in line with Qatar’s National Vision 2030 and its National Environment Strategy 2024-2030, which aims to protect the environment, conserve its resources, and reduce greenhouse gas emissions across sectors through innovative solutions and advanced technological applications.
The delegation emphasized Qatar’s support for global efforts on climate action, stressing the importance of strengthening international cooperation in mitigation and adaptation efforts and improving means of implementation, including finance, technology transfer, and capacity building.
Qatar’s position, the delegation clarified, is based on the principle of “common but differentiated responsibility,” taking into account the differences between developed and developing countries. The delegation also highlighted the importance of developed countries fulfilling their responsibility to provide financial and technological support to developing nations.
The Qatari delegation participated in the conclusion of negotiations related to carbon markets under Article 6, one of the key priorities of COP29 this year. Participants achieved a historic milestone through intensive technical negotiations.
Additionally, Qatar was involved in discussions on the implementation mechanisms of Article 6 of the Paris Agreement regarding carbon trading, the results of the first global stocktake, the mitigation work program, and the global climate finance target. These efforts helped drive momentum towards achieving climate goals.
Qatar also organized a series of side events in its pavilion at COP29, further emphasizing its firm commitment to supporting international efforts to address climate change. These events focused on key issues such as air quality, emission reductions, biodiversity conservation, water resource management, efficient land use, and the promotion of renewable energy projects. Additionally, they highlighted support for economic sectors such as environmental tourism and smart agriculture.
