Qatar Calls on Developed Countries to Fulfil Commitment in Reforming Climate-Related Financing Systems

His Excellency Dr. Abdullah bin Abdulaziz bin Turki Al Subaie, Minister of Environment and Climate Change, delivered the State of Qatar’s speech at the 29th Conference of the Parties (COP29) to the United Nations Framework Convention on Climate Change, held in Baku, Azerbaijan, from November 11-22, 2024. 

In his speech, His Excellency called on developed countries to fulfill their commitments, including reforming international financial systems and building on the achievements of previous COP conferences. He emphasized that climate change remains one of the most significant challenges facing the world, particularly developing countries. He pointed out that Qatar is working to protect the environment and combat climate change, with sustainability being one of the pillars of Qatar’s National Vision 2030. He also mentioned that Qatar submitted its updated Nationally Determined Contributions (NDCs) in 2021, which outlined its achievements and future plans in addressing climate change. 

His Excellency highlighted that the Ministry of Environment and Climate Change launched the 2024-2030 strategy, aimed at achieving a sustainable and balanced environment alongside development, while enhancing institutional and community collaboration. The strategy focuses on reducing greenhouse gas emissions by 25% by 2030 and raising environmental awareness. He also noted that as part of its national plans, Qatar launched the National Climate Change Action Plan, which includes hundreds of measures to mitigate emissions and adapt to the impacts of climate change. The plan is based on strict governance standards that enable the country to track progress and address future challenges through 2030 and beyond. 

The Minister of Environment and Climate Change explained that Qatar is increasing its investments in renewable energy projects. Among these efforts is the launch of Qatar’s National Renewable Energy Strategy. Additionally, the country has implemented major solar energy projects to reduce its carbon footprint, along with the national “Tarsheed” program, which enhances energy efficiency across various sectors. On the international front, Qatar continues to play a role in supplying global markets with clean energy by producing highly efficient liquefied natural gas (LNG), a reliable source of low-carbon energy. 

The Minister also mentioned Qatar’s tangible progress in the electricity, water, infrastructure, and transportation sectors. Notable achievements include the operation of the Doha Metro and Lusail Tram as part of a sustainable public transportation system. Moreover, over 70% of the public transport bus fleet has been replaced with electric buses. He highlighted Qatar’s major accomplishment in hosting the first carbon-neutral FIFA World Cup in 2022, reflecting the country’s commitment to sustainability at all levels. Furthermore, Qatar is monitoring air quality through an advanced national network, ensuring adherence to the highest environmental protection standards. 

In conclusion, His Excellency Dr. Abdullah bin Abdulaziz bin Turki Al Subaie reaffirmed Qatar’s commitment to international cooperation in addressing the climate crisis. He reiterated Qatar’s dedication to the Paris Agreement and its pledge to continue playing an active role in supporting global efforts to tackle climate change and secure a sustainable future for generations to come.
